Commander Bailey possesses a Bachelor of Arts degree from Marshall University in Industrial/Organizational Psychology. After graduation, he attended Officer Candidate School in Newport, Rhode Island where he was commissioned an Ensign in April 1987. CDR Bailey went on to graduate from Supply Corps School with honors. He later earned a Master of Science degree in Financial Management from the Naval Postgraduate School.
CDR Bailey has served over twenty years in the U.S. Navy in various Supply Corps related capacities including tours on two Fleet Ballistic Missile submarines, including a Trident Class Fleet Ballistic Missile submarine and a Nuclear Aircraft Carrier.
CDR Bailey has also had several high level shore assignments including Deputy Chief of Staff for Finance & Logistics at Submarine Group NINE, a member of the staff of the Chief of Naval Operations, Washington, D.C. working for the Deputy Chief of Naval Operations, Fleet Readiness and Logistics in the Supply Programs and Policy Division and in the Strategic Planning and Innovations division.
In the aftermath of September 11, 2001, CDR Bailey was assigned to the Chief of Naval Operations (CNO) “Deep Blue” strategic cell to provide innovative and transformational ideas and options for the conduct of combat operations in the Global War on Terror.
Before returning to the Pacific Northwest CDR Bailey was a Navy Legislative Fellow serving as the Military Legislative Assistant to Congressman Patrick J. Kennedy of Rhode Island.
Prior to assuming Command, CDR Bailey served as the Director, Industrial Support - Trident, which includes responsibility as the Intermediate Maintenance Facility Supply Officer and The Strategic Weapons Facility (Pacific) Supply Officer, and Deputy to the Commanding Officer for Operating Forces Support in Fleet Industrial Supply Center, Puget Sound, Bremerton.
CDR Bailey is currently serving in his first Command Tour as the Commander, Defense Distribution Depot, Puget Sound, Bremerton.
CDR Bailey’s personal decorations include the Meritorious Service Medal; the Navy Commendation Medal (three awards); the Joint Service Achievement Medal; the Navy Achievement Medal (five awards); and various other unit citations and campaign ribbons and medals.
CDR Bailey is an active community volunteer. He is a member of the Bremerton Rotary, a Board Member of the Kitsap Family YMCA, a past member of the Editorial Board to the Kitsap Sun Newspaper, a member of the Community Finance Committee of the Central Kitsap School District, and a member of the Central Kitsap Presbyterian Church. He also coaches little league baseball and peewee football.
CDR Bailey and his family reside in Silverdale, with their Labrador Retriever Miller. CDR Bailey and his family’s hobbies include trap and skeet shooting, hunting, snow skiing, golfing and scuba diving.
